Move version numbers to a single place

Attach and AttachExtended, which use the same scripts, have their version numbers scattered throughout the code. It's better to concentrate them in one place, like a file or an ext block or the like so that they can be updated easily. These includes things like the gradle wrapper version, java version, self-publish version, android related versions etc.
