Expected Behavior

Expected behavior is outlined in two separate issues:

Issue #120
Issue #124

Current Behavior

Does not re-approve new scopes. New scopes are not checked. Must manually create a redirect and force the user.

Failure Information

None

Steps to Reproduce

Modify scopes. Must be new scopes not yet authorized
Re-visit the app
