Button's icon scaling is insufficient: solution propositions

Currently, you can't control the scale/size/expend/shrink of a button's icon:

You are given two options: default size or expend to fit the button's size. But you can't size it as you want, you can clearly see that in my example I don't want this behaviour.

I thought about multiple ways to fill the gap, the menu could be:

[Expend icon]        ———o——

OR

[Expend icon]        ———o——
[Fit to button size] ✓

OR

[Scale]              x
                     y

OR

[Scale]              x
                     y
[Fit to button size] ✓

I personally think the 1st one or 3rd one would be the best fit.
