When harborA migrated to harborB, all the push-time of artifact will be updated. It results that the order of results getting from rest api - /projects/:project/repositories/:repository/artifacts will be out of order.

Could you specify more about the behaviors you are referring to? What is the 'migrate'? Is it a replication? And which push-time of the harbor instance is been updated?

IMO this is working as expected, replication ensures the existence of artifacts.
