This requires a count of the usage of constraints to be persisted.

This is simple to add, and may be incorporated into https://github.com/golemcloud/golem/pull/1022/files.
However, https://github.com/golemcloud/golem/pull/1022/files already solving a lot of other related issues, and therefore tracked in a separate ticket
