Surveys deleted by organizer not synced with app

Repro:

1. Open survey on mobile while connected to web app
2. Delete survey in web app
3. Observe that survey persists on mobile

Note: when you navigate to 'Switch survey' on the android app, the survey is then removed from the survey list

You need to activate that survey in the app before deleting if from the web app to reproduce this issue

@shobhitagarwal1612 Yes, with offline access too, it's working fine. Tested it.

@anandwana001 If it's not reproducible we can probably close this though I'm curious about the current behavior for offline.
With offline access, are you opening the survey, going offline, and then deleting on the web app? Does it delete from the mobile app as soon as your online again?

@jcqli Just got to know a few more points on this and needs to re-check:

1. When user on home screen, when the survey card is visible and survey deleted - it's not syncing due to persistence data - this need a fix
   I think this ticket is same for the above point - App in invalid state when current survey is deleted on remote #2687

2. When a user is on the survey selector screen - everything works fine

So looks like its not a bug, but a feature with the new screen mentioned in #2687
