...rather than creating at the start of the flow. This would fix #2829 and assist with #2469 and likely other issues as well

If possible, share outline of proposed changes in this iteration and complete in Iteration 26.

@anandwana001 Let's deprioritize this for now in favor of a quick fix described in #2829 (disable animation)
