Describe the bug

When tag latest updates, rerunning the acr mirror pipeline incorrectly skips rehydrating

Currently must workaround by manually deleting

To Reproduce

Expected behavior

The system would update

Potential ways:

  • By checking hashes (preferred)
  • Force flag
  • Special case latest
