[QoS Oracle V2] Deploy DataEdge specifically for QoS Oracle purposes

As per the RFC, we want to either reuse or deploy a DataEdge on Arbitrum One to use as the main data posting contract. We most likely will be deploying our own, to avoid spam.

Whether we'll use techniques to improve gas costs (EBO style encoding) or not is still to be seen, given that the JSON data we post is relatively small, the gains might not be worth the hassle, but if needs be, we could upgrade the subgraph to support both a straight JSON data point or EBO style encoding to allow for backwards compatibility and future gas improvements if needs be.
