Unable to approve access request

When requesting access in Teleport OSS, I get this in Slack:

Approve: tsh request review --aprove 7e2b43d9-df27-4e3e-9f05-edaee2253688.

After issuing this command under the user with admin, access, and editor permissons I get this:

ERROR: user "admin" cannot submit reviews

However, approving via tctl works. What permission should be added to a user to make this work?
