Integrate Eval machine in Github Action #264

GitHub support private Github Runner on own machines.

To reduce the manual evaluation efforts, two thinks could be considered:

Generated a ranked matrix on a daily based from GitHub action
Provide preview of the rank on Pull Requests.

@gunnarmorling I'm far away from Java, but I could assist with Github Action coding here.
