I expected a scheme for publishing RTCM streams to names, and didn't expect any kind of "caster" to be involved. I see your point now, but MQTT already has the topic namespace to separate out which base station and which stream format.
It's not clear to me what a caster does in an MQTT world, and why. Perhaps it keeps a directory of mount points, but this seems doable with wildcard subscriptions.
Overall, I wonder what the simplest workable scheme is. That points out that I am not sure we have the same requirements in mind, and that this document doesn't seem to articulate requirements.
(You of course should not be solving my problems; just commenting on the theory that it's helpful.)
