bug: item and dynamic section menus overlap

The menus of dynamic sections and items overlap.

This can be fixed by only having one menu with a number

When selecting the menu it should first show a popover where the section, thats menu should be opened, can be selected. Hovering (on mobile a button) will mark the item / section. When selecting one it should open the normal menu for that one
