Add Digital Library Menu Item

Actual Behaviour

Currently we have some archives in a GH Wiki and soon on our website will have annual reports (#679). This could be iterated on to add a dropdown menu item called Digital Library

Expected Behaviour

Wanted Features:

• dropdown menu for different items:
  • SDG Guide
  • HOT Toolbox
  • Participatory toolkit
  • Refugee contexts
  • Annual Reports
  • Other publications

I don't think we have any js support for dropdown menus currently- which IIRC was intentional in the original design- so we should make sure we are keeping with our internal design principles while making these changes.

Would you like to work on the issue?

I can work on this, but will need some time.
