define "ideal" location for the third question

we need to set parameters for what our questions mean -- what is ideal? should we set 5 categories (i.e amenities, rent, safety..) and then based on a certain algorithm we calculate ranked categories -- sum these values -- and highest score is the best location.

For example,
highest forecasted values -- if it is above $60000, it gets a value of 4 and we add that to the calculated algorithm value
