FYI, the IOM access method is used to connect to a local PC SAS install: https://sassoftware.github.io/saspy/configuration.html#choosing-an-access-method

As for Window being a client, you can use saspy from windows to connect to about any other SAS server on other systems. The first link walks you through clients and server and which access method need to be used.
