RequestLEScanAsync related questions

Hi,
I am using RequestLEScanAsync in Windows to scan for the active BLE devices. If I want my application to see the devices I should always go to the "Bluetooth Devices" and then "add a Bluetooth device" so that I can see it and when I rerun my app it shows it as long as the Bluetooth adapter is not unplugged or the computer did not restart. I think it is a permission problem but I am not sure. If I can get any insights on this it will be helpful. Thank you in advance
