Duplicate "New note" shows up after adding an empty note

Add an empty note to a variant and click Apply, the empty note shows up but a duplicate New note also shows up

The duplicate New note does NOT show up when adding a note with actual text. So maybe we simply disable the "Apply" button until there is text there to prevent people from adding empty notes?
