baseUrl is not configurable

Describe the bug
The config item "de.muenchen.mobidam.integration.baseUrl" is not passed from config files to apiclient. Webclient gets configured correctly, but that has no implication on apiclient. There is always the default localhost:8082 used

To Reproduce
Configure demo project using the starter with other baseUrl than localhost:8082 and watch the request urls.

Expected behavior
Configured baseUrl is overwriting basePath in apiclient
