Since the beginning of this issue we have been talking about one more use case

metrics/plots/params diff for DVC repos without any pipelines (without --targets specified). So, a dummy\phony stage might be needed.

How would this use case work? We don't have any pipelines, but in order to make plots/metrics/params work without --targets we have to know which files are plots/metrics/params. So, my question is does this use case assume we can "mark" some file as plots/metrics/params?

something like dvc plots add {file}, so that later it will be recognized by DVC as plots?

The answer have clarified itself during our meetings.

I see this as a dummy stage with no command and deps but with params and metrics files as outputs.
