I get an error when I try to deploy this template to a lab environment. The error I am receiving is:

The element for [steps('tags').tagsByResource] could not be found in the createuidefinition

I can take the createUiDefinition.json and load it in the Create UI Definition Sandbox without error, but the "Deploy to Azure" yields an error, and prohibits me from proceeding. Is there something I am missing with this?
