slapper completely not working

Slapper does not execute command, /slapper id does nothing when clicking on broken slapper, and /slapper remove 18 (the slappers id) comes back with: [Slapper] Entity does not exist. Also is there a way to remove/delete a slapper without the remove command if so please tell me.

Just so you dont have to waste time asking:

1. yes i wrote down and am 110% sure the id was 18.

2. i have worldguard but have NOT set up any regions nor flags yet

3. i believe there are no plugins that effect the slapper in a negative way since slapper was the last plugin i added and was working just fine for the first couple of days.

4. i created a new slapper and it works just fine however i just dont want a useless slapper taking up space in my hub/lobby.

Edit: after deleting the plugin and re downloading it the slapper started to work again. That is until i restarted the server and it broke again however the command to remove the broken slapper did work. So all in all at the end of this im left confused but happy all my other slappers are still working great and i got rid of the one broken one taking up space.
