Improve UI for buttons which add Sections and Rules

The button for adding a new rule is titled "+ Add" in the UI, but is positioned next to the Section heading.
It's a bit confusing for first-time users as the actual add Section button is at the bottom of the page.
Maybe moving both the Add Section and Add Rule buttons to be at the bottom of each section/last section would be better?
