cq_package force installation

Please kindly consider adding forced packaged installation into cq_package provider.
This would vastly improve configuration and deployment in places where we can't depend on metadata included in the package.

This would also nicely cover the forced installation feature that is available in CRX Package Manager.

Turned out there's a workaround - action [:uninstall, :delete, :deploy].

To make it more approachable in the future force_upload, force_install and force_deploy need to be introduced.
