Allow Monaco Service to react to other events than just configuration changed events

Right now Monaco Service only handles configuration-changed events which is great for the full end2end delivery use case of keptn.
when using keptn for other use cases, e.g: quality gates or performance testing or just remediation the monaco service cannot be used to e.g: create a dashboard in dynatrace for the quality gates, request attributes for test automation, ...

I therefore suggest we extend Monaco Service to handle other events as well and then apply monaco configuration specific for these events
