Allow Disabling of spec.rpc in Prysm Client #26

Description

According to this validation in the Prysm client, it is not possible to disable the spec.rpc feature, which handles JSON-RPC for beacon nodes.

Proposed Changes

Enable the acceptance of false values for spec.rpc
