I setup a PXN V900 steering wheel with x360 controls, and the pedals are assigned to left & right triggers respectively. When I push on either pedal, it snaps from zero to 32767, and back. However, near the middle of the trigger area is a tiny zone that snaps you to 16447.
Interestingly, in the setup for the controller (under Menu/Settings/Controllers/Other registered controllers/Register New Controller), the triggers/ pedals behave perfectly, as you'd expect them to.
I've searched the UI top to bottom and I can't find anything that resembles a fix. Whatever happens is somewhere between the controller setup and the main program. ¯_(ツ)_/¯
Edit: Speaking of where I got the numbers, they're in the steam controller test window.
