How to set dns server (nameservers, or /etc/resolv.conf) when using underlay subnet?

We set up Kubevirt and Kube-ovn, and pod works find with nodelocaldns (169.254.25.10);
but when we test with underlay subnet, the VM cannot get dns response.

How to set the underlay DNS servers?
