L1 - Add blob spammer as part of the network_params_tx.yaml

In the network_params_blob.yaml we check blobs work as expected but we add an additional stress to the node, in this case the tx spammer. In the case of the raw transaction check, the tx_spammer will fullfill the same rol as the check so to estress it without affecting the test we can set up the blob spammer in this case.
