Cargo.lock can't be built using frozen

i'm trying to update the nix flake definition in nixpkgs. the changes are simple. however, the tag currently cannot be built for nixpkgs due to them using --frozen when building and the project at tag v0.7.3 tries to update the libsqlite3-sys dependency in the Cargo.lock when building. i don't think there is much to do about the project that is pushed to crates.io but it'd be great to get a tag in GitHub with the Cargo.lock updated. I can submit a PR to that tag for the change. however, i obviously can't add the tag, and i'm not sure if that's something the maintainers are willing to do either. just figured i'd bring it up.
