[simctl] Only start sims when grid is up #29

Not sure what would be the best way yet

Perhaps wget ${GridInfoURI}/gridinfo and see if it doesn't timeout or is refused

If it is only logins disabled then we still can start the sim I guess or should (can?) we check for that too?
