[RFC] 074 - 插件提示优化

背景

在 @BrandonStudio 测试 CF provider 上的开源模型时，发现现有的插件提示词对于一些小模型来说并不友好。

例如上述请求，会导致带来下面这样的输出，可以看到 function 的 name 并不正确。

设计方案

现有的提示词框架为：

变动逻辑为：

1. 将 tool xml 标签修改为 collection，避免与模型根据 tools 字段自动注入的系统提示混淆；
2. 去除 tool 级别的 identifier 标识，避免该 identifier 标识被能力差的小模型理解成 function name。
