It's an unfortunate fact of changesets, that their names are not unique constrained. If two or more changesets share the same name, the tool errors out spectacularly.

I don't believe doing a retrieve will work in this situation, but at least it should fail in a nice way.

It might not be too difficult to get the change set from its id,, since it is visible in the change set's page URL : eg
https://mydomain.my.salesforce.com/changemgmt/outboundChangeSetDetailPage.apexp?id=0A25E000000XxXx
