Quality differences between old and new implementation of induced cost heuristics #22

The recoded heuristic produces slightly worse results than the old implementation. This can be seen from the quality values posted in this issue: #21

We should investigate on this to not have any regressions in the recoded version.

was this also due to the incorrect cost flag?
