textual configuration file for Donnie

a textual file with easy syntax to be changed by the user, including blind users.
This configuration file the user would be able to select series of configurations such as:

• leftsoundfile = sound played when the robot turn left
• soundspped = set the audio speed
• tts_tool = select the supported tts tools (festival, gtts, marytts, watson, etc)
  any many other user selectable parameters ...

the selected file syntax must play well with orca, nvda, etc.
