Prerequisite for #9. Related to lunakv/academyruins#21.
This PR adds the ability to track which rules were not changed in a diff, but only moved (i.e. only their rule number changed). It also exposes that information in the diff API.
The PR changes the structure of the CR diff API call to be more sensible.
