Add JAR archives

I'd love to have archived versions of the JAR (and its predecessors) linked as well. There aren't as many of them, but they're still useful for investigating the history of Regular REL policy, and they're hard to find elsewhere.

I'm not necessarily opposed to this, but given how infrequently the JAR actually updates, I have no idea where to look for old versions. If you have any archive links on hand, please leave them here.
