I was looking for a plugin that can remove backgrounds offline and is also easy to install, but there is only a guide for Linux.

I am not sure. If you manage to install all the dependencies (inside setup.sh), then it might work. (The Skript itself is definitely not going to run, just do pip install ... commands by hand). Then there might also still be some path mismatches.
Let me know if you succeed, in case you try
