is there anyway there can be a runtime toggle #30

the thing is that this is bundled into webpacks artifacts and once the artifact is out we need to create a whole new build to turn it off.

Let's say that we want to put this retry mechanism behind a flag so that we can toggle it during runtime. How would we do that?
