Describe the bug
I can reverse geocode correctly most places but for some reason I cannot do it for Spain when using zoom levels 0-4. I tried using Spain only
The problem persists and I cannot geocode zoom levels 0-5. To Reproduce Expected behavior Desktop / Server (please complete the following information):

Check if the Spain country relation is in the PBF data, similar to osm-search/Nominatim#2590 At zoom=5 a state is returned, that links to the country Spain but here not a relation of Spain is used but hardcoded values (names) from the location_country table. |

Asking geofabrik to look into the extract configuration is easiest, I don't know what their turn-around time is. You can download a larger European extract and extract Spain from that yourself. First get all data for the Spain boundary (R1311341) https://osmcode.org/osmium-tool/manual.html#getting-osm-objects-by-id then https://osmcode.org/osmium-tool/manual.html#creating-geographic-extracts |

Can somebody change the title (maybe "Spain data file is missing Spain country boundary") and convert the github issue to a github discussion? Incomplete data isn't a Nominatim software bug and the resolution needs to happen outside Nominatim setup. @philipkozeny @leonardehrenfried |
