Spain data file is missing Spain country boundary

Describe the bug
I am running a docker container for nominatim and trying to reverse geocode locations in Europe.
This is my docker-compose.yml file:

I can reverse geocode correctly most places but for some reason I cannot do it for Spain when using zoom levels 0-4.
Zoom levels 0-4 work for other countries.

I tried using Spain only .pbf files and my docker-compose.yml file looks like this:

The problem persists and I cannot geocode zoom levels 0-5.
Other zoom levels work correctly.

To Reproduce
Use docker-compose up for either of the above files. Preferably the one with the Spain files since it's a lot smaller.

Expected behavior
Expected to get the reverse geocode response instead of unable to geocode.

Check if the Spain country relation is in the PBF data, similar to osm-search/Nominatim#2590

At zoom=5 a state is returned, that links to the country Spain but here not a relation of Spain is used but hardcoded values (names) from the location_country table.

Thanks @mtmail. I think my Europe installation misses Spain relation.
More specifically, when I try to query the relation with osm_id=1311341 (which is extracted from here)
using select * from placex where country_code='es' and osm_type='R' and osm_id=1311341; in the postgresql database, ti returns 0 rows.
If I change the IMPORT_STYLE: admin to full is it possible that my requests will work (or due to the incomplete .pbf files they will always fail?)
Since the only thing I can import that is larger than Europe is the planet itself (and I don't have the resources to do that) what could a solution be?

Asking geofabrik to look into the extract configuration is easiest, I don't know what their turn-around time is.

You can download a larger European extract and extract Spain from that yourself. First get all data for the Spain boundary (R1311341) https://osmcode.org/osmium-tool/manual.html#getting-osm-objects-by-id then https://osmcode.org/osmium-tool/manual.html#creating-geographic-extracts

Can somebody change the title (maybe "Spain data file is missing Spain country boundary") and convert the github issue to a github discussion? Incomplete data isn't a Nominatim software bug and the resolution needs to happen outside Nominatim setup. @philipkozeny @leonardehrenfried
