Better timers from comp spreadsheet

• Sometimes barloaded / reset timer button doesn't work
• Add an option for tech desk to set a custom timer (say the 10/20 minute timer doens't work or if a lifter gets a reattempt)
• Automatically add a timer at the end of a shorter round

right all of these are fixed except the auto timer at the end of the short round bit
