We want to notify all tree subscribers of the same city about it.

@drorgivton / @gruppin can you please add the content/ text of the mail?

  1. add new objection table (id, tree_permit_id, content, url, email_sent, last_objection_date) + access
  2. new cron all email_sent=0 send to users alert.type=tree+place and tree_permit.place
