Feature ideas to enable "communicative" governance systems

One important requirement for governance systems is that actions taken by the 'system' are clearly communicated to affected users in real time. For example if my post is deleted, or a change I make is reverted, I should be notified about why that happened (possibly at the level of: which "policy" caused it, where I can find that policy, etc).

This is a discussion space for what features we should add to Metagov to encourage Drivers to build communicative systems.

PolicyKit has a function notify_users that is implemented for each platform integrator (reddit/slack/etc). We could add a similar interface for Metagov, so that Drivers can perform 'notifications' in a consistent way across platform, OR, some other plugin could handle notification in a way that is transferrable across platforms.

What would such an interface look like? The specifics vary per platform, can/should we define a set of parameters that works for all of them? e.g. sending a DM, sending a group message, creating a new topic, commenting on an existing thread, posting in a channel, etc.
