Actions the tool can take when it identifies difference in configuration between Entra ID connect Active and Stagging server?

I tested this tool to compare configuration out from Production and Staging servers and I am writing is my observations and doubts. When the configuration is same then I see an output file and report which confirms the same and no action is taken. But when I make a change to Sync rules on Production/Active AD connect/Entra ID connect server and leave the stagging server which out making the update then when I run the tool and compare the configuration, it initiates a Full Synchronization on On-premises connector in Production Entra ID connect server. As couldn't find these details in documentation I am curious to know what all actions it can trigger when it run and find differences in configuration for example in Sync rules or OU or Attributes etc?
