Description of the new feature / enhancement

In the coding work, in most cases the file encoding is inconsistent, such as the file encoding required by the compiler is UTF8, but the actual file encoding is ANSI encoding, such as GBK encoding, when the number of files is particularly large, I hope to have a batch transcoding tool, similar to batch file renaming
