Difference In Fully Supervised Results in USB_NLP

In the reported results table, why is it the case that fully supervised results are different with varying numbers of labeled samples? Is it using all the samples?

Thanks for raising this question, I have same doubt, however I am concerns about CV tasks.
It would be very helpful if you can explain the difference between the two algorithms: supervised & fully supervised.
when varying the num_labels, what happens in both algorithms that makes their results differ ?
