Upgrading past 0.4.1 breaks apps that don't include these template settings themselves.

Worth noting that upgrading django versions to a point where it no longer supports the old template config will also break those apps

I think including the recommended defaults from startproject will be a good way to go, just need to make sure it can be overridden
