Only cloned controls should be deletable

Disable or remove the "delete" button for controls that came when you imported an SRG. You should only be able to delete a control that is cloned.

Question to @rlakey - do you only want this to apply to controls that were cloned or should the actual behavior be that you can delete however many controls you want that share the same id until there's only one left (e.x. if you have the original control and a clone, it should be possible to delete the original one but then you can no longer delete the clone)?

It's only on controls that have been cloned/added. The original set of controls should not be able to be deleted.
