sometimes "Static analysis and linting are still in progress." shown despite CI tasks complete

Sometimes Lando warns about CI tasks scheduled for a patch being still in progress, even after days. A check of the associated Treeherder link shows them as complete.

Expected: No warning if CI tasks complete.
