ときどき、Ptarmigan#getPeer()が失敗し、何もできなくなることがある。

PeerGroup#getDownloadPeer()がnullを返すので失敗させ、連続して数回失敗すると例外を発行しているが、getDownloadPeer()が復帰できるのかどうかよくわからない。
